Ranks
There are many ranks throughout the city. There is a ruler, a twelve-membered council, and a leader of each group, i.e. doctor, lawyer. There are normal jobs in the Magic, but most are done with the help of Magic. As there are so many possible jobs, I will not do the customary ranking list.

Supernatural Powers
1)Shape-Shifters+Single Transformation - people who can shape-shift into one animal (or object, in rare cases). This animal/item will greatly resemble them. For example, a brown-haired girl with green eyes may turn into a brown cat with green eyes.
+Multiple Transformations -
I - Limited - people who can change into one species, class or family. The girl aforementioned might be able to transform into any feline (still having the green eyes).
II - Unlimited - people who can change into anything, with one key feature, such as the girl's green eyes.
+Metamorphmagi - People who can change their appearance at will
Notes: Most people can transform at will, but some have an item to help them. The girl might have a green bracelet.
2)Wizards/Sorcerers
+Wand-Users - people who use a wand to perform magic. Think of Harry Potter.
+Sorcerers - people who channel their thoughts to perform magic.
+Other -
I Potioners - People who brew potions
II Plant Users - People who grow magical plants
III Spell Objects - People who make spells, give them a physical body, and usually sell them. They are usually in the form of a bottle that can be smashed to use.
3)Oracles -people who predict the future, including palm-readers, fortune-tellers, classic Greek oracles and more.
4)Other
+Communication - people who can communicate with animals, tress, pretty much all living creatures. Some of these people have telepathy and can speak to other humans in their minds.
+Teleportation - people who can teleport. However, these people have strict laws about teleporting into homes.
+Elemental Control - people who can control fire, water, air, or earth
+Telekinesis - people who can move things with their mind
+Flight / Water Breathing - self-explainitory

Serial Code
As magic can be used to change one's appearance, a list of numbers THIS MANY numbers long is imprinted onto their skin. They are then registered at the Bureau of Identification. There is a systematic way to get your code.
1st: 1, Male, or 2, Female. There is a 3 for other or interchangeable.
2nd + 3rd + 4th: Magic Type. It is as listed, though the number it is is the second number. For instance, Communication. 410 for 4.1.0. Potioner, 231 for 2.3.1. Singular Transformation, 100 for 1.0.0,
